Electricity from tap water

It looks like people used tap water to generate electricity at one time.  So before there was a grid, people could use plumbing to distribute energy to a small water wheel or turbine and produce light.

I think there was a lot of scamming going on even back then. ::)
How much power can be extracted from a water tap? Not enough to charge my cell phone, and they didn't have LED's back then either.
I couldn't do it because I need electricity to pump my water. If you have city water then you have to keep the water running to get electricity. And city water is EXPENSIVE.
I see no advantage to this method.
